I have the honour to address you on the
subject of the staff of the Harbour Master's Department, and
to enclose a copy of a report on the subject by the Harbour
Master with whose conclusions I an in general agreement.

The present staff of the Department is shown
on the enclosed extract from the Staff List for 1926. The
post of Assistant Harbour Master, now rendered vacant by
the resignation of Lieutenant Commander Hake as stated in your telegram of the 28th of June, is being filled temporarily by Mr. L. H. V. Booth, Assistant Superintendent
of Police who was seconded from the Police Department when
Lieutenant Commander Hake went on leave.

Even with the amount of shipping below normal,
as it is at present owing to the boycott, the Harbour Master considers that the staff is not adequate for the efficient performance of the work of the Department.
It is to be expected that, once the boycott ceases, the trade and shipping of the Colony will return at least to previous dimensions, and I consider it essential that the staff should be strengthened to an extent which will enable it to deal efficiently with the work involved.
